Bernard Bernstein was born November 30, 1908, in New York City. He married Bernice Lotwin on August 4, 1938. In 1928 he received his Bachelor of Arts degree from Columbia University, and in 1930 earned his Juris Doctor from the Columbia Law School. From 1930 to 1933 he was an associate at the Mitchell, Taylor, Capron & Marsh law firm in New York City. From 1933 to 1942 he served as an attorney at the U.S. Department of the Treasury.
